First thing first, the compound called as dry ice is not ice at all. It’s not a frozen form of water that will melt and make things wet. It is frozen carbon dye oxide (CO2) that the agents use during dry ice blasting. It is found in our environment and proved as completely safe component for use in this purpose. 

Dry ice is produced by concentrating liquid carbon dye oxide and extruding under extremely low temperatures. In the solid form it remains dry, because it contains no water. It can be as cool as 1150 F. Due to the huge difference of temperature, the ice pellets and the surface essentially breaks the bond between the dirt, mold or filth and clean up the surface that it's attached to. Dry wastes turns into small fragments, or dust that can be easily vacuumed. On the other hand dry ice cleaning makes a wet contamination, like grease-like material to simply drop to the floor where it can be collected and removed.
